What is Martyn's Law?
Martyn's Law, formally known as the Terrorism (Protection of Premises) Bill, aims to enhance security measures at public events and venues to better prepare for and respond to terrorist threats.
Does your business meet the legal duty of Martyns law?
Martyn’s Law (also known as the Protect Duty) will affect businesses and organisations that manage public venues or spaces where people gather. The aim is to ensure that these establishments take appropriate security measures to protect against the risk of terrorism. The law distinguishes between different tiers of venues, ensuring proportionate measures based on size and risk.
When does Martyn's Law come into force?
Martyn's Law received Royal Assent on 3 April 2025. The government has provided an implementation period of at least 24 months, meaning the legal requirements are not expected to come into force before April 2027. Organisations should use this period to understand their obligations and prepare for compliance.
What are the penalties for failing to comply with Martyn's Law?
Under Martyn's Law, the regulator (the Security Industry Authority (SIA)) has a range of enforcement powers, from compliance notices through to substantial financial penalties.
Penalties can reach up to £10,000 for Standard Duty premises and up to £18 million or 5% of worldwide revenue for Enhanced Duty premises and qualifying events. Continued non-compliance can also result in daily fines and, in some cases, criminal prosecution.
Is my business standard tier or enhanced tier?
Premises that reasonably expect 200-799 individuals to be present at the same time from time to time will fall within the standard tier. Where a premises or event reasonably expect 800 or more individuals to be present at the same time they will fall in the enhanced tier.

Do I require Martyn's Law compliance for my pub/nightclub?
Possibly — many pubs will fall within the scope of the Terrorism (Protection of Premises) Act 2025 (“Martyn’s Law”), but not all. Premises that reasonably expect 200-799 individuals to be present at the same time from time to time will fall within the standard tier. Where a premises or event reasonably expect 800 or more individuals to be present at the same time they will fall in the enhanced tier. The key question is the pub’s capacity / attendance threshold, not whether it is a pub.
Does a school, college or university require Martyn's Law compliance?
Yes, educational premises can fall within the scope of Martyn's Law (the Terrorism Protection of Premises Act 2025), but the rules differ depending on the type of institution and the number of people present.
If a primary school, secondary school, or further education college can reasonably expect 200 or more individuals (including staff) to be present at the same time, it falls within the Standard Tier. Importantly, these educational establishments remain in the Standard Tier even if attendance exceeds 800 people.
